On June 7, the Minister of Environment, Conservation and Parks announced the appointment of Mr. David Lindsay as Special Advisor on Recycling and Plastic Waste. This appointment was on a voluntary basis and for a duration of six weeks.

In a mandate letter to Mr. Lindsay, the Minister made note of the province’s stalled diversion rate, the occurrence of plastic litter in public spaces, and waste being shipped overseas as examples of why public policy solutions to better manage plastic pollution and improve recycling rates through the Blue Box Program are needed.

Mr. Lindsay’s appointment concluded with his submission of a recommendations report to the Minister on July 20, 2019 entitled “Renewing the Blue Box: Final Report on the Blue Box Mediation Process.”
