 Quebec Election 2026: What a PQ Minority Government Means

The Parti Québécois (PQ) has returned to power and will form Quebec’s next government under Premier-elect Paul St-Pierre Plamondon. With 59 of 127 seats and 28% of the popular vote, the PQ secured a significant victory, albeit one that comes with clear parliamentary constraints.
The transition is already moving quickly, with the first key appointments announced within hours of the election and cabinet formation expected in the coming weeks.

For businesses, the first 100 days are likely to focus on economic management, government credibility and the preparation of a fall economic update. While sovereignty remains central to the PQ’s long-term political project, a minority legislature and a limited popular mandate are likely to make economic management and public service delivery the government’s immediate priorities.

The government is expected to place greater emphasis on Quebec value creation, economic autonomy and government efficiency while relying less on discretionary business assistance.
